COOLTORISE
The COOLTORISE aims to reduce summer energy poverty incidence among European households, improving their indoor thermal habitability conditions and reducing their energy needs during the hot season. This will, in turn, decrease their exposure to heat and heat-related health risks, specially among people in vulnerable situations.
COOLTORISE is the first project funded by the EU Comission focused on solving summer energy poverty (Horizon 2020 program for innovation and research). It is coordinated by the Universidad Politécnica de Madrid with partner organizations Welfare and Development Association ABD, ECOSERVEIS Association, AISFOR, Comune di Parma, Sdruzenie Tzentar za Ustoychivost likonomichesko Razvitie – MOP, Obshtina Peshtera and Vilabs OE.
Specific objectives:
Establishing a common framework about summer energy poverty in the european countries affected by it.
The project will draft solutions to alleviate families’ housing deprivation suffered in summer.
Train energy poverty agents to work with households in situation of energy vulnerability and help them improve their living conditions. These energy poverty agents will play a key role in fighting energy poverty.
Alleviate summer energy poverty conditions of more than 7,240 people
Foster women’s empowerment to try to revert the feminisation of energy poverty.The project addresses common barriers that impede the participation of women in programmed actions, such as having to take care of children or being elderly with mobility difficulties.
Accomplish a high level of dissemination that brings to the fore the issue of summer energy poverty
Main activities:
- √ Contextualisation of the incidence of summer energy poverty in households in participating countries, assessment of the incidence and definition of tailor-made solutions.
√ Recruitment and training of summer energy poverty agents who will carry out tasks such as contacting households, developing workshops with families, collecting data, and promoting and monitoring improvements in household conditions.
√ Actions with families to reduce their energy needs and improve thermal comfort during the summer: workshops to promote energy culture in summer, how to reduce the energy bill, advice with energy installation kits for summer, collective interventions outdoors and in cool environments, workshops with children…
√ Development of materials for households such as guides to improve thermal comfort in summer and cooling solutions for the home and outdoors.
√ Evaluation of the impact of all actions carried out in the framework of the project.
√ Communication and dissemination to ensure maximum impact throughout the project and also after its completion.
Background:
Eurostat data reveals that the 11% of the total population of the European Union is unable to keep their home adequately warm.
Caused by low household income, high energy bills, and low dwelling energy efficiency, energy poverty has traditionally been associated with the inability of households to meet their heating needs during winter. However, up to the 19% of households declared not being comfortably cool in summer.
In addition, Climate change is increasing both the severity and frequency of extreme hot weather and heat waves, which negatively impacts human health and wellbeing. Thus, cooling needs and overheating risk need to be incorporated into the energy poverty equation.
